Speaking to Football Insider, Hackett stated this was unacceptable behavior: “There was absolutely no reason for Kavanagh to touch Fernandes at that moment. A referee must keep distance and avoid any contact that could distract the player. Honestly, it was a very poor action.”

Hackett also reiterated the standard procedure referees should follow during penalty situations: “His duty is to ensure the ball is properly placed, the goalkeeper is on the line, and other players remain outside the penalty area. Then, simply signal for the kick to proceed. The referee must never create an opportunity for anyone to use as an excuse for a missed shot.”

However, with his experience as a former FIFA referee, Hackett believes the issue lies in professionalism and proper officiating standards: “When wearing the black kit, you must maintain absolute neutrality and avoid any action that could raise doubts. A seemingly minor touch can spark unnecessary controversy.”

Bruno Fernandes is highly regarded for his penalty-taking skills, but he unexpectedly sent the ball over the bar, missing MU’s chance to take the lead. Many suggest that the slight contact from Kavanagh caused the Portuguese midfielder to lose focus. Man Utd legend Gary Neville also agreed with Hackett’s view.
