General Secretary Tô Lâm, along with members of the Politburo, Secretariat, and representatives of central agencies and Hưng Yên province leaders, attended and performed the groundbreaking ceremony for the project.

Also attending the groundbreaking ceremony were comrades: Nguyễn Duy Ngọc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission; Nguyễn Xuân Thắng, Politburo member, Chairman of the Central Theoretical Council, Director of Ho Chi Minh National Academy; Nguyễn Văn Nên, Politburo member, Standing Member of the Party’s 14th Congress Document Subcommittee; General Phan Văn Giang, Politburo member, Minister of National Defense; General Lương Tam Quang, Politburo member, Minister of Public Security.

The stadium is located within the PVF Youth Football Training Center, in Nghĩa Trụ commune, Hưng Yên province, with the Ministry of Public Security as the investor and Vinhomes Joint Stock Company of Vingroup Group as the main contractor. This venue will not only host cultural and sports events for the People’s Public Security forces but also serve as a new international symbol of Vietnam’s progress in this era.

In his speech at the ceremony, General Lương Tam Quang, Minister of Public Security, stated that building the PVF Stadium is a key infrastructure investment project that concretizes the strategic vision of the Party and State and follows the guidance of General Secretary Tô Lâm on comprehensive human development and building a strong nation. It is an important cultural and sports facility that affirms the Ministry of Public Security’s vision for sports development and realizes the aspiration to sustainably and comprehensively develop Public Security sports.

The facility will serve not only the Ministry of Public Security but also act as a hub connecting sports, culture, and tourism nationally and regionally; it is designed to meet and exceed international standards for major sporting events such as the Asian Games (Asiad), the Olympic Games, and the FIFA World Cup.

In the future, the complex will include a main stadium, auxiliary training areas, a rehabilitation center, service, commercial, and entertainment zones, providing public sports amenities and creating a healthy playground for all ages. It will host top-tier sports matches and offer citizens opportunities to engage in physical activities, enhancing health and promoting the movement "All people exercise following the great example of Uncle Ho" as a daily habit and lifestyle.

The venue will also be a high-class cultural and entertainment center, hosting large-scale art, music, and festival events, contributing to attracting investment, promoting integration, enriching the spiritual life of the people, and supporting harmonious social development. In the future, it will become an attractive destination for sports tourism and international events, accompanied by a chain of accommodation, dining, and shopping services, forming a dynamic and sustainable sports economic ecosystem.

Covering more than 55,000 square meters, PVF Stadium has a capacity of 60,000 seats, consisting of four main stands A, B, C, D, and specialized areas including technical, security, broadcast control center, press, players’ zone, VIP area, and food services. Additionally, the stadium features an outdoor plaza and a modern 18-hectare parking lot. Notably, the stadium is designed to FIFA standards, qualifying it to host World Cup matches and regional tournaments.

A standout feature of PVF Stadium is its giant dome roof, which can fully open or close within 12 to 20 minutes, a technology applied for the first time in Vietnam. This state-of-the-art automatic retractable dome is modeled after the AT&T Stadium (USA), currently the world’s largest retractable roof stadium.

The roof uses advanced PTFE material, allowing natural light transmission, heat resistance, UV protection, and noise reduction, creating a cool interior environment, saving energy, and maintaining exceptional durability over time.
